          rejection of judicial officers for the court of appeals                                                               
          and the district court; relating to the selection of                                                                  
          magistrates; relating to the duties of the judicial                                                                   
          council; relating to the duties of the Commission on                                                                  
          Judicial Conduct; relating to the conduct of                                                                          
          magistrates; and relating to the impeachment,                                                                         
          disqualification, suspension, removal, retirement, and
